Public Sector Productivity CHAPTER ONE INTRODUCTION 1.1 BACKGROUND TO THE STUDY Public sector productivity is important to the performance of a country. Thornhill (2006) identifies three main reasons why public sector productivity is crucial. First, the public sector is a major employer of labour. Second, the public sector is a major provider of services particularly business and social services. Third, the public sector is a consumer of tax resources. To him, changes in the public sector productivity may have significant implications on the economy. Public sector productivity involves efficiency and outputs as well as effectiveness and outcome (Pritchard 2003, Tolentino 2004). In Kalliola’s formulation (2003), at least two points illustrate the issues that make the whole question of public sector productivity a highly contentious one in many countries. One is whether or not citizens are being provided with what they need. The other question is on how the services concerned (public servants) make better use of the resources at their disposal. While factors such as aging population and increasing healthcare and pension costs add to budgeting pressure, citizens are demanding that governments should be made accountable for what they achieve with the taxpayers’ money (Curristine et.al: 2007). The issue of productivity and performance enhancement in the public sector is nothing new, scholars and practitioners have worked for decades to identify what makes governance productive and effective. Over the years while there have been a variety of studies concerning government worker motivation and productivity, few, if any, studies have focused specifically on state workers’ perceptions about what factors affects their productivity . With more than five (5) million workers employed by state governments, any improvement in state workplace productivity could have significant financial and service impact for society. Workforce productivity remains a primary element for success in most organizations, including those in government. Knowing what factors influence productivity is a prerequisite to improving performance and at the same time contain expenditure growth (Haenisch 2012). In fact, the use of the concept of productivity has been intermingled with the concept of performance (Jackson, 1999; Stainer and Stainer, 2000). Researchers have identified each concept in different ways. Productivity of the workers’ in the public sector is a function of many factors ranging from top management support, committed personnel at all levels, performance measurement system, employee training, reward structures, community involvement and feedback to correction of budget-management decisions. It is thus important to build up capacities for productivity improvement (Holzer and Seok-Hwan, 2004) Public sector workers have been viewed to be less productive because about 39% of them are not fully engaged in their jobs, about 54% of them are not satisfied with their jobs, while about 39% of them are somewhat or very likely to make a concerted effort to find a new job with another employer in the coming year. (Bond and Galinsky 2006). While some scholars have argued that the solutions to the challenges faced in the Nigerian public service is by decentralization of political power and the responsibilities of sub-national government, others argue that appropriate human resource management practices and increasing the scale of operations will improve efficiency among government workers. On the basis of this therefore, this study aims at investigating issues pertaining to maximum productivity in the public sector will be achieved. 1.2 STATEMENT OF THE PROBLEM There is significant evidence that productivity advancement in government organizations has not kept pace with the increase found in the private sector (Haenisch: 2012), Nigeria today is regarded as one of the most corrupt nations in the world and to this effect, there have been several civil service reforms which each reform has adjusted or changed several things in the previous reform. The last civil service reform was the Obasanjo Civil Service Renewal Program, 1999-2001. One of the crucial challenges faced by the Obasanjo administration on assuming office on 29th May, 1999 was the issue of how to address the crisis in the public sector (Olaopa, 2008). Aspects of the crisis identified were inefficiency in the delivery of social services (Olaopa, 2008). Years after these reforms, there seem to be no improvement in the productiveness in the Nigerian public service. It is however crucial to note that these negative characteristics are still very much rampant in the present Nigerian public sector. These lapses have led to weakening of public institutions, distrust of government by citizens, collapse of infrastructures and a development of a sense of despair amongst the Nigerian peoples Moreover, there is significant evidence that productivity advancement in government organizations has not kept pace with the increase found in the private sector and a number of factors still limit the success of most attempts to measure or improve productivity (Killefer and Mendonca, 2006). It is imperative to find out those factors that still limit productivity of Nigeria’s public sector. 1.3 RESEARCH QUESTIONS What is the relationship between workers’ productivity and public service effectiveness? How effective are the facilities put in place to enhance productivity in the public sector? How effective are the policies put in place to enhance productivity in the public sector? What are the factors responsible for low productivity in the Nigerian public service? How can productivity be enhanced in the Nigerian public service? 1.4 OBJECTIVES OF THE STUDY At the end of this research, the following will be achieved; To examine the relationship between productivity and public service effectiveness To examine the effectiveness of the facilities put in place to enhance workers’ productivity in the public sector. To examine the effectiveness of the policies put in place to enhance workers’ productivity in the public sector. To examine the factors responsible for low productivity in the Nigerian public sector To know how productivity can be enhanced in the Nigerian public service. 1.5 RESEARCH HYPOTHESIS H1: There is no relationship between workers’ productivity and public service effectiveness H2: The facilities put in place to enhance productivity in the public sector are not effective. H3: The policies put in place to enhance productivity in the public sector are not effective. H4: There are no factors responsible for low productivity in the Nigerian public service. H5: Productivity cannot be enhanced in the Nigerian public service. 1.6 SIGNIFICANCE OF THE STUDY This research work is significant in that the reason why the Nigerian public service was established will be examined, if the public sector is achieving reasons why it was established, how effective has it been, to what extent it had achieved its purpose and to what extent it is relevant. Also, there have been relatively few researches effectiveness and productivity in the Nigerian Civil Service. What this research attempts to do is to focus on how productive the public sector is and bring it to the enlightenment of the general public The significance of this study is to add to general knowledge on the relationship between workers’ productivity and public service effectiveness in Nigeria. This research is also significant in that it can serve as a source of secondary research for other scholars who will be researching on aspects relating to public service effectiveness and workers’ productivity. 1.7 DELIMITATION OF THE STUDY The scope of this study is to examine the level of productivity of workers in the public sector. This helps to identify the extent to which workers in the public sector carry out their duties and how well they value their positions. The research is limited to the Oyo State Ministry of Information in the fourth republic specifically between 1999 and 2013. And the limitation of this study is seen in that Public sector productivity cannot be quantified. 1.8 OUTLINE OF THE STUDY Chapter One: This chapter is the introduction to the Study of Worker’s Productivity and Public Service Effectiveness. It highlights the research questions and objectives. Chapter Two: This chapter is the Literature Review and Theoretical Framework. It carries the definition of terms; the meaning and definition of Productivity, the meaning and definition of Public Service and also the meaning and definition of effectiveness. It also includes reviewing works done by other scholars and theoretical framework. Chapter Three: This chapter emphasizes on the historical development of the Nigerian public sector and its various reforms. Chapter Four: This chapter is the Presentation and Analysis of data. It also tests the various hypothesis of the research and discusses the research findings. Chapter Five: This chapter is the summary, recommendations and conclusion of the work. Teaching Children with Autism There has been an increase in the number of children diagnosed with autism or other autism spectrum disorders. It is likely as an educator that you will have at least one child with this diagnosis in your classroom. This paper explores some of the methods used to teach autistic children. Autism is a disorder characterized by significant problems in communication and social functioning. Autism is actually called Autism Spectrum Disorder and encompasses a broad range disabilities such as Asperger syndrome, Rett’s Syndrome, and Pervavasive Development Disorder (Dunlap & Fox, n.d.). There are also varying degrees of the disorder from low-functioning (no communication and no social interaction) to high-functioning (some communication and inappropriate but existent social skills.) One of the most difficult things teachers will face when dealing with Autistic children is their lack of communication skills and inappropriate or nonexistent social skills. In addition to academic instruction children with Autism require instruction in communication techniques and social skills. Kamps et.al. says â€Å"A key to accommodating students with autism in public school settings is the provision of social and behavioral programming to develop meaningful participation with nondisabled persons† (p.174). There are many techniques that are useful in teaching children with autism communication and social skills. tupac :: essays research papers

Tupac Shakur was a black African American rapper who lived his life with poverty, violence and drugs. The songs â€Å"â€Å"Hellrazor†Ã¢â‚¬ , â€Å"Me and My Girlfriend† and the poem â€Å"In the Event of my Demise† reflect the tragedy and pain which was Tupac’s life. All his poetry relies on vivid imagery and violent language to create a very realistic picture of how terrible life can be living in the ghettos of America. The song â€Å"Hellrazor† is a very dramatic song which tells the story of a young black African American male trying to make his way into becoming a â€Å"Gangsta† as he has no other way to support himself. The theme of change is reflected in this song. The song doesn’t really have a straight flowing structure. It rhymes in places but there is no pattern to it. For example: it rhymes in the 1st two lines: -   Ã‚  Ã‚  Ã‚  Ã‚  Ã¢â‚¬Å"Born heartless and mean muggin†   Ã‚  Ã‚  Ã‚  Ã‚  Ã¢â‚¬Å"At 16 on the scene watching fiends buggin† But after that it doesn’t rhyme for further 8 lines. That leaves a very dramatic effort because it reflects the tension and the violence of this song. The song has some very harsh and effective similes. For example: - â€Å"When a nigga gettin' richer, they come to get ya† â€Å"It is like a motherfuckin' trap and they wonder why it's hard being black†. This simile works very well because it uses some really strong emotions and the theme of racism to get the message through. Also the use of very strong language leaves a lasting image on the listener. The song uses plenty of Gangsta slang. Some examples include: - Gat, Loc, 5-0.   Ã‚  Ã‚  Ã‚  Ã‚  This is a very memorable song because it is so emotional and tragic. The most vivid lines come when he raps about how a little girl who was killed by a gun. Lines such as:   Ã‚  Ã‚  Ã‚  Ã‚  Ã¢â‚¬Å"Dear Lord, if you hear me tell me why?†   Ã‚  Ã‚  Ã‚  Ã‚  Ã¢â‚¬Å"Little girl like Natasha had to die†   Ã‚  Ã‚  Ã‚  Ã‚  Ã¢â‚¬Å"She neva got go see the bullet, just heard the shot†   Ã‚  Ã‚  Ã‚  Ã‚  Ã¢â‚¬Å"Her little body couldn't take it, she shook and dropped† This part of the song is very dramatic because of his reference to god and by the way he said that she didn’t even see the bullet coming. It is very hard to forget this song because of its strong language and powerful imagery of the girl being murdered. The song â€Å" Me and my Girlfriend† is a very complicated song. The message that Tupac is trying to get through is not what you see written down on the piece of paper.

Marketing Plan for Redbox Essay

Redbox is a DVD/Blu-Ray rental company which utilizes kiosk machines placed in convenient, high-traffic locations. The first Redbox kiosk was opened by McDonald’s in 2002. Redbox was later purchased by Coinstar, Inc. , and over the years, Redbox has rented over one billion movies and has grown to more than 27,000 locations in restaurants, grocery stores, pharmacies and convenience stores nationwide. Redbox proves to be a very unique way to rent DVD’s and by the nature of Redbox’s rental process, most businesses would benefit from the increased traffic generated by having a kiosk machine at their location. This type of relationship proves to be a win-win situation for both Redbox and the businesses which are housing the kiosk machine. Redbox’s primary target market proves to be the busy, I don’t have time to visit Blockbuster or login to Netflix type of consumer. There kiosk machines are located in common shopping locations which lend themselves to the â€Å"lazy† consumer. Furthermore, Redbox is also targeting the casual movie watcher who isn’t necessarily intending on renting a movie. In a way Redbox has turned renting movies into an impulse item. As a result, Redbox provides consumers with a service never seen before and has emerged as one of the largest DVD rental chains in the world. Redbox’s marketing mix is simple, unique, and clever. They have successfully turned a shopping item into a convenience item. Times have changed since the first movie rental store, Magnetic Video, was opened during 1977 in Los Angeles, California. During that time home personal computers were barely seen and the internet was nowhere on the horizon, so movie rental stores with good customer service provided the consumer with knowledge about the movies they were interested in. However, in today’s fast moving, information crazed world, consumers can obtain better information on the fly with there Blackberry, iPhone, or any other internet ready handheld device. Obviously Redbox recognized that consumers generally already know what movies they want to watch and they do not need to visit a movie rental location to get these hot new DVD releases. Not only does Redbox provide a unique service, they provide it at a low cost at convenient locations. Most movie rental stores charge $4-5 to rent a new release for approximately 3 days, whereas Redbox provides a similar service for $1. 29 per night. This is extremely cheap considering most consumers watch their movie rental the same day they rent it. Furthermore, Redbox gets this low cost movie rental product to the consumer through a channel of distribution historically associated with snack foods and soda. By providing movie rentals through vending machines called kiosks located at shopping locations where consumers already go to shop, they have eliminated much of the costs associated with conventional movie rental stores and the need for consumers to make an additional stop just to rent a movie. Since Redbox’s inception, it has experienced enormous growth and profit, but they will need to evolve in order to get ahead of the curve. Although Redbox appears to have established themselves as a formidable competitor to Netflix and Blockbuster, they are facing a gruesome reality. The take-home movie rental business is rapidly losing ground to online streaming video directly to consumers’ homes via the internet. Netflix has already been providing this service for quite some time and both Redbox and Blockbuster are feeling the pressure. Blockbuster, Inc. has already declared bankruptcy and very well may close conventional brick and mortar locations entirely. Redbox will need to change their marketing strategy significantly in order to stay competitive. The industry is changing and Redbox will need to seriously consider providing a viable online streaming video service which can rival Netflix. I propose Redbox should cease all efforts in providing any more kiosk machines so they may focus most of their resources to providing the consumers with what they want, online streaming video. Netflix has already got a head start, but even they will not be an exclusive online service for a few more years. So, Redbox must follow the money if they plan to be in business in the next five years. On the other hand, Redbox also has a golden opportunity to gain a large market share in the gaming industry. Redbox needs to become the first and only company to offer video game rentals through vending machines. Redbox is poised to achieve this goal with little to no effort and with their only possible competitor in this area being Blockbuster, they are sure to make huge profits from offering this service. Redbox already has the distribution channels in place; all they need to do is make a smooth transition from offering DVD’s in the kiosks to offering games. This should be a tiered transition which coincides with their streaming video efforts. In other words, Redbox cannot simply remove DVD’s from the kiosks and replace them with games immediately. As Redbox begins to provide consumers with a reliable, concrete streaming video service at a competitive price, they can slowly remove DVD’s from kiosks and replace them with the hottest new video games on the market. In conclusion, Redbox is currently providing a service which is in its decline stage and they need to consider changing their product mix in order to get ahead of the curve. They can accomplish this by providing consumers with an online streaming video service and becoming a pioneer in the gaming industry. Get Your Game on with Redbox!

————————————————- A. ————————————————- Introduction/Statement of the Problem: As the executive director of the National Hockey League Players’ Association (NHLPA), Bob Goodenow is faced with the issue of developing a communications strategy for the NHLPA. It must establish a strong bargaining stance for the players that effectively communicate their position on the salary cap issue, while also retain the loyalty of hockey fans. B. ————————————————- Analysis:The current Collective Bargaining Agreement includes a limited salary cap and entry-level salary cap, and expires September 15th, 2004. It is no longer successful at controlling rapid growth in player salaries and forming a direct link between salary growth and league revenues. The Unified Report of Operations claims that the majority of NHL teams have lost money in recent years. Owners believe that there are â€Å"major deficiencies in the current contract that has led to significant financial losses and a competitive imbalance. Smaller teams can’t compete with larger teams; therefore the league can’t be competitive.There is a transition from a local market to a league-wide market, so players’ salaries are escalating to levels that are unsustainable. Entry-level salary caps are ineffective due to signing bonuses. The NHL revenue growth equals 173%, while the players’ salary growth equals 261% over the term of the CBA. The players’ salaries account for 75% of NHL revenues, which is much higher than other sports. Owners believe a mechanism is needed to control player salaries and tie them to revenues. Players question the validity of the financial information, URO, and Levitt Report.Players argue against the proposed solutions and say free market forces should determine players’ salaries. There is no validity in the owners’ financial statements, which may support that the lack of revenues is due to poor business decisions, not high player salaries. C. ————————————————- Alternatives: A) Strategy that focuses on the players’ current stance on the salary cap, using free market forces, questionable financial validity, and poor business decisions as their platforms for gaining the media and the fans support.B) Strategy that emphasizes on the lack of financial transparency of the NHL and its owners that has led a delayed agreement. C) Continue with the current communications strategy. D. ————————————— ———- Recommendation: Bob is recommended to choose alternative A and pursue a communications strategy, which emphasizes the NHL players’ current position on the proposed salary cap. E. ————————————————- Implementation Plan: Bob should begin by clearly establishing the players’ values and goals in regards to the negotiation and how he intends on communicating them to reach the fans.This would involve taking the players’ stance on the salary cap and communicating it consistently through the NHLPA’s website, players’ personal social media, radio interviews, etc. It would include reasoning to support the players’ position, such as the lack of transparency and validity in financial information presented by the NHL owners, as well as the importance of free markets in the determination of salaries. By using the players as a source of free media and publicity, the NHLPA can emphasize their position and sympathize with the fans and their common love for the game.Here, the players can explain that a salary cap would essentially be equal to a salary cut for players. This is something that nobody would agree with if it came to their own job, whether they are rich or poor. By effectively communicating the players’ stance on the proposed salary cap to the fans and public, the NHLPA can gain a favourable bargaining position over the NHL owners for the upcoming negotiations in September 2004. It will also help retain fan loyalty to the NHL and its organizations, which is a common interest for both parties.

Hispanic Identity Tammy Simpson University of Phoenix Hispanic Identity Names are very important and when discussing the differences between racial or cultural, it is very important to remain culturally sensitive. Explaining the differences between Hispanics, Latino, Chicano, and Mexican American may give you a better understand of why some people choice what they want to be called. Because people should be able to choose how he or she is called and names disempowered can have serious repercussions. Hispanic or Latino Americans are categorized as a group of people made up of distinct characteristics.Every group should be allowed to choose their own name as well. When individuals or groups are called names that we do not wish to be called they can become upset or even annoyed. Some want to be called Hispanic and others Latinos, so how do you vary or distinguish. Well Chicano is just too narrow, encompassing only members of the Mexican-American community or anyone else of Mexican herit age. The word â€Å"Chicano† was once considered derogatory when it first emerged, but later generations of Mexican-Americans have since considered it acceptable and embraced the term, at least unofficially.The Term Chicano was thought to have originated as slang that described immigrants from the Mexican revolution, but later evolved to define the uprising of Mexican American reformers. The Chicano Movement changed Mexican Americans’ lives in the United States’ economy. It was a movement that secured these people in the economy with civil rights and economic opportunity. They used tactics such as civil disobedience as an influential way to make it known that â€Å"change† was inevitable.Marches, hunger strikes, and litigation were methods that they used. Mexican Americans consist of the largest Hispanic group within the United States. Their history has covered over 400 years within America, varying in different regions. In such states as California, Texa s, New Mexico, Arizona, and Nevada, great portions of Mexican Americans subsist there. (â€Å"Mexican Americans,† 1997-2007) The word â€Å"Hispanic† is more worldwide then â€Å"Chicano†. Historically, areas that were conquered by the Spaniards were considered part of an area called Hispania.Countries that traced their history to Spain are considered to be Hispanic and include Mexico, Central America, and most of South America where Spanish is the prime language. Latino is extremely close in meaning to Hispanic, but is also includes other countries such as Brazil. Latino was popularized during the social movements of the 1960’s. While â€Å"Latino† may be politically and socially correct, it is still better to be ethnically aware of a person’s heritage then referring him or her to the broader term Latino.Descendants of pre Columbian populations from Latin America and most of those from parts of the United States who were part of the Spanish Colonial Empire are considered Latinos/as. However Native Americans, United States citizens who are of pre –Columbian derivation, but whose ancestors lived in areas outside what constitutes United States territory today are not considered Latinos/as. The children born in Latin American from Spaniards are considered Latinos/as, but Spaniards themselves are not (Latinos or Hispanics?A Debate About Indentity, 2003) Hispanic population today has expanded immensely over the years. The growth rate of the Hispanic community has grown faster than any other racial and ethnic group in the nation. The Hispanic community and culture has populated around the United States, and introducing new traditions and customs. Hispanics or Latinos are defined as people of Mexican, Puerto Rican, Cuban, and other Spanish speaking cultures and if you travel to different cities in the States we will see a wide spread of Hispanic communities.For instance in New York the Puerto Rican culture is dominated , and in Miami the Cuban culture is populating the area (Cattan, 1993). Hispanic groups are known in the social economic, politics, labor force, and religion. Spanish culture has an effect on a variety of areas such as music, food and language. Learning about others culture is always good, especially when visiting other countries. Our differences are what make us fascinating and such a diverse country. Hispanics in the United States have significantly contributed to much of our society’s culture and way of life for centuries.Ranging from politics, public service, military, business, science, organized sports to even the entertainment industry, you can find their imprint everywhere if you take a closer look. It is quite a wonder as to the many historians whom have not acknowledged Hispanics’ impact on history, as they are just as woven into America’s history as any other race or nationality. Many of our folklore and achievements are given credit to them. When the Mexican Americans came to America in search of the American dream they never thought the lack of education would stop them from advancing to a higher paying job. Cubans are generally Roman Catholics; however, it has been greatly modified to â€Å"syncretism† by large amounts of support since Catholicism’s early introduction into Cuban’s history. But each and every one of these gr oups shares a part of their Hispanic culture with one another, but they also vary in distinguished ways. Although they share the Spanish language the dialect can be different and the words pronounced the same many have different meanings, which gives them the distinctiveness within their group. Hispanic Americans, on the basis of language have a rich cultural identity (Noble, J and LaCasa, J).Being able to speak the Spanish language gives you a competitive edge in the job market. Being bilingual is imperative to the Unites States economy. The Hispanic culture is becoming more involved in the politics. I believe many Hispanics follow the Republican Party more so than Democratic. Mexican Americans and Puerto Ricans prefer liberal nominees in national and state elections. Hispanic Americans cultural variety is imitated in the different groups as well as in the foundations of the individual cultures.Hispanic culture has been known to be swayed to different degrees by many customs, but t he Cuban Americans stay within the culture tradition and stern values. Hispanic families raise their children to realize the importance of values, ethics, and respect for their elders and authority. The church plays a significant role in the quality of life and the greater part of the Hispanic community is Roman Catholic. I feel that is one of the Hispanic’s group strong point is the balance of spiritually and how it important to the family way of life. Hispanics are becoming a large part of the economy in the America and its community.The Hispanic culture is as unique and special as any other, and should be treated with the correct hospitality as anyone else.
